Ocean Ranch Landowner proposes more compatible plan for neighborhoods
Stirling Enterprises, owner and developer of the 400-acre
Ocean Ranch Corporate Centre, earlier this year filed
an application to eliminate plans for industrial/business
complex development across from Ivey Ranch Elementary
School at Mesa Drive and Via Rancho Road. Instead, Stirling
has proposed a more compatible zoning for the 35 acre
piece of land, which represents less than eight percent
of the Ocean Ranch development. The graded parcel of land
is currently zoned for industrial use, but Stirling has
requested a medium residential (RM-B) zoning with an average
of 10 - 15 units to the acre for its property.
When it first began planning for Ocean Ranch Corporate
Centre in 1999, Stirling informed the city, and businesses
such as Biogen Idec who would locate there, of its plans
to request a residential use for the site, which is separated
from the rest of Ocean Ranch by a steep slope of up to
80 feet in height. Recent studies related to the traffic,
noise, and air quality effects show that a residential
neighborhood would be environmentally superior to industrial
or business/office complex at the same location, and maintain
the residential character of Mesa Drive between Rancho
Del Oro Road and Old Grove Road.
A study by San Diego State University professor Richard
Parker conducted in August demonstrates that the City
of Oceanside will gain a surplus of property tax and other
public revenues if the residential neighborhood proposal
is approved. Fees paid to the Oceanside Unified School
District would increase more than tenfold if the city
adopts Stirling's proposal.
At Ocean Ranch, Stirling has created a powerful jobs engine
for Oceanside. Covering more than 370 acres, all of the
Ocean Ranch building sites now are committed to end-user
businesses, such as Biogen Idec and Coca-Cola, as well
as some of San Diego's most well-respected commercial
construction firms such as Hamann Development and Cruzan-Monroe.
Once the planned buildings are completed, Ocean Ranch
will be home to an estimated 4,100-plus jobs
.
Balancing the growth of these new jobs at Ocean Ranch
Corporate Centre with adjacent high-quality housing opportunities
will help maintain the success of Ocean Ranch as a high-profile
corporate environment. Many of the new corporations there
have cited the availability of quality homes for their
employees in Oceanside as an important issue.

for the community.
